Unfortunately, there isn't much out there on the origins of the Bart Simpson. The move was clearly named after one of the main characters of the cartoon The Simpsons. Early associations of the move link the move to dancer Buddha Stretch, who you can spot in the music video below. It can also be seen in the music video for the song Creep by TLC (gif to the right).
